Minutes of general meeting of the Cresthaven Neighborhood Association, Tuesday, October 11, 2011, at the Placer County Center, 100 Cirby Hills Way, Roseville, CA 95678.

Board members present: Jack Wallace, president; Larry Bergeron, vice-president, neighborhood representative to RCONA, and newsletter publisher; Marge Wallace, secretary; Anil Gupta, treasurer; Members At Large, Darrold Grinder, Bob Cummings, Mark Fillipelli.

The meeting was called to order by president, Jack Wallace, at 7 pm.

Jack introduced the board members and asked each resident to introduce themselves.

Guest Speaker: Jack introduced Carol Garcia, Roseville City Councilmember. Carol has been a lifelong resident of Roseville, a member of the Fiddyment family (her grandmother was a Fiddyment), she has two daughters; Carol has served on the Grants Advisory Commission; Carol is presently a senior V.P. of the Citizens Bank in Roseville.

Carol thanked the CNA for inviting her to speak. She said that her first goal as councilmember is to keep Roseville a safe and healthy community; Roseville's population is 120,000, but the daytime population is 150,000, which includes outside employees; she believes that Police Chief Hahn is doing a good job; we have safer neighborhoods now; when the economy dipped in 2007 Roseville maintained good service levels; the city needs to look for new revenue streams; Carol spoke of economic development and revitalization of old town which will bring new businesses and tax revenue; she wants Roseville to continue to provide reliable and cost effective utilities; she believes the crown jewel of Roseville is our 27 miles of bike trails, our71 parks, and our 3 libraries; she spoke about the future plans of building a major university in Roseville, and that a task force is in place for that project; she spoke about the future plans for the west Roseville expansion, (Sierra Vista and Creek View projects), Baseline to Watt, which includes widening of Baseline to six lanes; plans for a Bus Rapid Transit Route (BRT); Carol concluded that Roseville has a bright future.

Carol answered question from the residents on the following issues.

1) Marijuana ordinance; this issue has been referred back to staff and they are looking at ordinances from other cities.

2) PG&E gas leak at Riverside/Cirby; PG&E plans to replace 400 feet of gas line.

Jack told the residents that Rhon Herndon, acting director of Public Works, will speak to the CNA residents at our November meeting. Rhon will address the gas leak and resurfacing of our streets. Many residents commented that they thought the resurfacing was of poor quality.

3) Could the Roseville Fire Department be a safe haven for abused children?   Larry Bergeron proposed a city policy designating police and fire stations as safe havens for abused children. He commented that other cities have this procedure in place. Carol will look into this issue, and Larry will follow up.

4) Residents complained of trash and weeds in several locations, including the recycling bins on Whyte Avenue. Suggestions were made about a clean-up campaign.

Crime statistics: Roseville Police officer Rick Fox spoke to residents about crime stats in the neighborhood. Residents told Officer Fox that they knew of three homes in the neighborhood who were growing Marijuana outside. In regard to the Marijuana grows Rick told residents that they need to observe vehicle traffic around these homes, and to obtain license plate numbers. The police need this information to determine if selling or dealing is being done. Rick said that the RPD is using undercover agents to monitor the marijuana grows.

Rick advised the residents to use the 311 nuisance line to report any suspicious activity in the neighborhood. Rick said that there are many car and home burglaries in CNA. Advised us to practice neighborhood watch and report any suspicious activities.

Meeting Minutes: Jack read minutes from September 2011 general meeting. Minutes approved as read.

Treasurers Report: Treasurer Anil Gupta, reported that we have $237.95 in our CNA treasury. Report placed on file.

RCONA report: Larry reported that Crime Stoppers sponsored a "Sauce Off" competition in September. There were 18 competitors and Larry represented RCONA and CNA in the competition. The Rotary Club took top honors. RCONA president Werner Kuhn has met with the Roseville Fire Department who want to work more closely with the neighborhood associations throughout the city. More Roseville residents are becoming more involved with their NA's. Larry reminded residents that RCONA carries a liability insurance policy which covers all NA's events, such as our NNO BBQ in the park. RCONA is planning on establishing a community garden in Roseville. Larry asked the residents to please give him their email addresses so that he can keep everyone advised of current events.

Election of Officers: Jack announced that every October we need to elect officers for CNA for the next year. Galen Hall made a motion that we keep the present board in place because they were doing an outstanding job. A second to the motion was made by Darrold Grinder, and a unanimous vote by all residents present was made that the present board would remain in place for year 2012. Congratulations board members!
